It is believed these nodules have the ability to power technology such as cell phones, computers, and electric cars. What is not clear and is hotly debated are the<\/span><a href=\"https:\/\/time.com\/6094560\/deep-sea-mining-environmental-costs-benefits\/\">consequences of removing these minerals from the ocean floor<span style=\"color: #000000;\">.<\/span><\/a><span style=\"color: #000000;\">\u00a0Advocates of deep-sea mining argue that this is a great response to solving<\/span><a href=\"https:\/\/www.theguardian.com\/world\/2021\/aug\/29\/is-deep-sea-mining-a-cure-for-the-climate-crisis-or-a-curse#:~:text=%E2%80%9CDeep%20seabed%20mining%20will%20result,ecological%20processes%20over%20vast%20areas.%E2%80%9D\">climate change<\/a><span style=\"color: #000000;\">. Those who take the middle-of-the-road approach argue that a moratorium should take place<\/span><a href=\"https:\/\/www.pewtrusts.org\/en\/research-and-analysis\/articles\/2022\/03\/01\/more-science-is-needed-to-manage-deep-seabed-mining-and-minimize-its-impact\">until scientific research is conducted<\/a> <span style=\"color: #000000;\">and safety parameters are in place. Strict opponents of deep-sea mining argue that the ocean, which represents the earth\u2019s largest carbon sink will be destroyed and \u201c<\/span><a href=\"https:\/\/www.nature.com\/articles\/s41598-019-44492-w?utm_medium=affiliate&amp;utm_source=commission_junction&amp;utm_campaign=CONR_PF018_ECOM_GL_PHSS_ALWYS_PRODUCT&amp;utm_content=textlink&amp;utm_term=PID100085446&amp;CJEVENT=26eb9531e4d311ec825544860a82b820\">suffer irreversible losses<\/a><span style=\"color: #000000;\">\u201d thereby mitigating any benefits it may have had in addressing climate change. In fact, research indicates that deep-sea mining \u201cdisrupts and releases carbon stored in seafloor sediments, exacerbating the effects of climate change.\u201d [1] Climate change already has a significant impact on the oceans and their<\/span><a href=\"https:\/\/www.cbsnews.com\/news\/ocean-memory-loss-climate-change-study\/\">delicate ecosystems<\/a><span style=\"color: #000000;\">. Deep-sea mining will also<\/span><a href=\"https:\/\/www.eco-business.com\/opinion\/seabed-mining-equity-dilemmas-in-the-pacific\/\">exacerbate food security<\/a> <span style=\"color: #000000;\">for countries that depend on fish stock for the needs of communities that depend on the ocean for their sustenance.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">The deep-sea bed and its resources are considered part of the \u201ccommon heritage of [human]kind\u201d per the UN Convention on the Law of the Sea (UNCLOS).\u00a0 All parties to UNCLOS are members of the International Seabed Authority (ISA). The ISA\u2019s mandate, prescribed by UNCLOS, is to \u201c<\/span><a href=\"https:\/\/www.isa.org.jm\/frequently-asked-questions-faqs\">organize and control all mineral-related<\/a><span style=\"color: #000000;\">\u201d activity in the international seabed area. Currently, the ISA has only developed Exploration Regulations which govern prospecting for<\/span><a href=\"https:\/\/news.mongabay.com\/2021\/12\/deep-sea-mining-regulators-latest-meeting-on-rules-only-muddies-the-water\/\">polymetallic<\/a><a href=\"https:\/\/isa.org.jm\/files\/files\/documents\/isba-19c-17_0.pdf\">nodules<\/a><span style=\"color: #000000;\">, polymetallic<\/span><a href=\"https:\/\/isa.org.jm\/files\/files\/documents\/isba-16a-12rev1_0.pdf\">sulphide<\/a><span style=\"color: #000000;\">, and<\/span><a href=\"https:\/\/isa.org.jm\/files\/files\/documents\/isba-18a-11_0.pdf\">cobalt crusts<\/a><span style=\"color: #070501;\">.\u00a0 Till date there are no regulations for the exploitation of mineral resources from the seabed. However, the nation of Nauru announced in 2021 its intention to begin exploiting resources in the ocean, invoking the notice provision, referred to as the \u201ctwo-year rule\u201d contained in UNCLOS. This now gives the ISA an extremely quick turnaround time to develop and finish the<\/span><a href=\"https:\/\/isa.org.jm\/mining-code\/draft-exploitation-regulations\">Mining Code<\/a><span style=\"color: #000000;\">, where negotiations have been delayed since 2020 due to COVID-19.\u00a0 The ISA appears<\/span><a href=\"https:\/\/news.mongabay.com\/2021\/07\/naurus-intention-to-mined-the-seabed-prompts-alarm-among-conservationists\/\">ill-equipped to handle the pressure<\/a> <span style=\"color: #000000;\">it is under to properly evaluate and complete the Mining Code before Nauru, through The Metals Company (Canada) begins exploitation.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">In response to the current activities of the ISA, the International Union for Conservation of Nature (IUCN) passed a<\/span><a href=\"https:\/\/portals.iucn.org\/library\/sites\/library\/files\/resrecfiles\/WCC_2020_RES_122_EN.pdf\">Resolution in 2021<\/a> <span style=\"color: #000000;\">calling for a moratorium on deep seabed mining including stopping any issuance of new exploitation and exploration contracts until certain conditions are met. Those conditions are 1) impact assessment of all risks associated with deep seabed mining, 2) implementation of the precautionary principle, 3) policies and practices that ensure responsible mining, 4) creation of public consultation mechanisms. In addition, the Resolution asks for reform of the ISA.\u00a0\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">While governments now race to create and manage ocean-related projects for bio-prospecting, with an eye towards exploitation, Papua New Guinea serves as a<\/span><a href=\"https:\/\/www.theguardian.com\/world\/2021\/sep\/30\/sharks-hiding-locals-claim-deep-sea-mining-off-papua-new-guinea-has-stirred-up-trouble\">cautionary tale on deep-sea mining<\/a><span style=\"color: #000000;\">. Around 2011, Papua New Guinea contracted with Nautilus Minerals (Canada) to begin deep-sea mining within a 5-year timeframe. Nautilus claimed that no one \u201c<\/span><a href=\"https:\/\/canadiangeographic.ca\/articles\/canadian-mining-company-could-be-involved-in-worlds-first-deep-sea-mine\/\">seriously challenged<\/a><span style=\"color: #000000;\">\u201d the projections made in their<\/span><a href=\"https:\/\/ramumine.wordpress.com\/2014\/08\/04\/plenty-of-mistakes-in-nautilus-environmental-impact-assessment\/\">environmental impact statement<\/a><span style=\"color: #000000;\">.\u00a0 The ore that would have been mined from the ocean floor was planned to be sold directly to China.<\/span><a href=\"https:\/\/www.dtp.unsw.edu.au\/sites\/default\/files\/u4\/21.DTP_.BHR_.Pacific.DSM%20Background%20BriefingFINAL.pdf\">Human Rights Defenders and Environmentalists<\/a> <span style=\"color: #000000;\">questioned the outcome of the environmental impact statement, arguing that<\/span><a href=\"https:\/\/www.theguardian.com\/world\/2017\/dec\/12\/troubled-papua-new-guinea-deep-sea-mine-faces-environmental-challenge\">free, prior, and informed consent<\/a> <span style=\"color: #000000;\">among local communities was lacking and that there was no benefit to local communities.\u00a0 In the end<\/span><a href=\"https:\/\/news.mongabay.com\/2018\/12\/after-the-loss-of-a-ship-deep-sea-mining-plans-for-png-founder\/#:~:text=In%202011%2C%20Nautilus%20Minerals%20was,gain%20deep%2Dsea%20mining%20rights.\">protests from the communities, delayed payments, and internal financial woes<\/a><span style=\"color: #000000;\"> caused the project led by Nautilus \u2013 to sink.\u00a0 Although the project was in the exploratory phase until Nautilus\u2019s bankruptcy in 2019, local communities have reported the machines used for exploration \u201c<\/span><a href=\"https:\/\/www.theguardian.com\/world\/2021\/sep\/30\/sharks-hiding-locals-claim-deep-sea-mining-off-papua-new-guinea-has-stirred-up-trouble\">damaged sea life and disrupted cultural practices<\/a><span style=\"color: #000000;\">.\u201d\u00a0 The noise from the machines also scared away fish stock that the local communities depended on for food security. In addition to the damage caused to communities, the Government of Papua New Guinea was left with an approximate $120 &#8211; 150-million-dollar debt as a result of the failed contract. In 2019, the Government of Papua New Guinea (now wiser) joined the Governments of Fiji and Vanuatu in a<\/span><a href=\"https:\/\/miningwatch.ca\/news\/2021\/2\/11\/sinking-seabed-mining-papua-new-guinean-australian-and-new-zealand-civil-society\">ten-year moratorium<\/a> <span style=\"color: #000000;\">on seabed mining in their waters to allow for \u201c<\/span><a href=\"https:\/\/ejatlas.org\/conflict\/deep-sea-mining-project-solwara-1-in-the-bismarck-sea-papua-new-guinea\">proper scientific research<\/a><span style=\"color: #000000;\">\u201d to be conducted. Activists in Papua New Guinea are still concerned the licenses for the project, now held by<\/span><a href=\"https:\/\/dsmf.im\/\">Nautilus Minerals Niugini<span style=\"color: #000000;\">,<\/span><\/a><span style=\"color: #000000;\"> could become activated.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">While the debate around deep-sea mining continues to unfold in different parts of the world, UNESCO has launched the \u201c<\/span><a href=\"https:\/\/www.oceandecade.org\/\">Ocean Decade<\/a><span style=\"color: #000000;\">\u201d a decade-long (2021 \u2013 2030) program to increase public awareness about the world\u2019s oceans.\u00a0 The first UN Ocean Conference will be held in Lisbon, Portugal during the summer of 2022 (rescheduled previously due to the pandemic).<\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0308597X22000537?via%3Dihub\">Some researchers<\/a> <span style=\"color: #020202;\">believe the dialogues taking place throughout the globe for the Ocean Decade may usher in further discussions as to how to protect our oceans and place limits on sea mining. The Government of Fiji has called upon all governments to impose a complete<\/span><a href=\"https:\/\/www.sprep.org\/sites\/default\/files\/30-SPREP-Meeting\/Officials\/Eng\/WP_8.4.3_Att.1-DSM_position_paper.pdf\">moratorium on deep-sea mining<\/a> <span style=\"color: #000000;\">until 2030. This would be consistent with the research and dialogue that is supposed to take place throughout the Ocean Decade. Corporations are also starting to back the moratorium.<\/span><a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/google-bmw-volvo-samsung-sdi-sign-up-wwf-call-temporary-ban-deep-sea-mining-2021-03-31\/\">AB Volvo, Google, BMW, and Samsung<\/a> <span style=\"color: #000000;\">have backed the moratorium on deep-sea mining in addition to committing not to source minerals and exclude them from their supply chains.\u00a0<\/span><span style=\"color: #000000;\">\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: large;\"><span style=\"color: #000000;\">Whether any tangible results occur from discussions within the Ocean Decade to prevent deep-sea mining remains to be seen. There are still many experts that argue that we have an ample<\/span><a href=\"https:\/\/news.mongabay.com\/2021\/12\/deep-sea-mining-regulators-latest-meeting-on-rules-only-muddies-the-water\/\">supply of minerals on land<\/a> <span style=\"color: #000000;\">and minerals from the ocean floor will not fit with current technology. The international community\u2019s poor planning and ill-conceived ideas to rush to transition to green energy have resulted in poor planning and technology which have violated human rights and caused significant damage to the environment. A moratorium should be imposed until there is appropriate scientific-based information.
